The fact that the rich, collectively, pay a high percentage of total income taxes doesn’t necessarily mean they’re overtaxed. Here’s a thought excercise for you: Suppose we had an even larger portiion of our population being billionaires. If they ended up contributing the lion’s share of total tax revenues but were only taxed at a rate of 10%, would you say they’re overtaxed? Clearly, the relevant consideration is the tax rate that they pay — not the aggregate contribution to total tax revenues collected.
